Benine Hamdan brings a unique, expansive rolodex of strategic resilience planning, Public-Private Partnership Procurements (PPPs/P3s), Performance-based contracts (PBC), Infrastructure development (Design-Build, EPC and Turnkey projects), and Government relations. Involved in negotiating commercial and legal documentation with clients, contractors, and counselors, securing fully committed project financing results, and securing access to PAB’s.
Transaction experience includes structured financings for PPP concessions for tunnels, roads, telecom, waste, and energy sectors backed by oil and gas royalties around the globe. Supporting public sector authorities in considering the security in having an independent third party auditing large scale projects. Benine has represented Chinese -State owned Enterprises in discussions with other Multilateral Development Banks (MDBs) on defining PCM, which is the core of Billions-2-Trillions (B2T) agenda.
Managed a Latin American group’s strategic business development efforts in pursuing P3s across Latin America and growing its P3 portfolio. Progressed the tactical planning and led on infrastructure growth strategy for JS Neoplant, across North America, focusing initially on the New York market.
