Carter’s career has been one of successfully conceptualizing, identifying, and developing large capital projects in the oil and gas business. Since 2018, he serves as Executive Chairman of Avalon Exploration & Production LLC in Dallas, Texas.
The Memorandum of Understanding between the Royal Commission at Yanbu, Kingdom of Saudi Arabia and Infralinx Capital, LLC establishes a Joint Venture to operate and manage the Multi Modal Logistics Hub (MMLH) Project in Yanbu Industrial City. Carter Montgomery will be Managing Partner.
From 2010 – 2017, Carter purchased a dormant MLP, then negotiated its sale to private investors. From 2004 – 2006, he founded, developed, and operated Clipper Energy, a set of oil and gas production assets valued. Carter took production from 250 barrel per day to 994 barrels per day. From 1988 – 2004, he entered Midstream business, bought, managed and sold several gas gathering and processing plants throughout the United States. Carter founded, developed and managed the Longhorn Pipeline, a pipeline project consisting of reversing an existing pipeline, and new construction of 256 miles of 18 inch pipeline to build a refined products pipeline. The pipeline was 756 miles long when completed of 18 inch diameter pipe starting at the Houston ship channel and ending in El Paso, Texas. After completion in 2004, negotiated the sale to several private equity groups. Carter sold this property in 2004 to private equity groups. From 1979 – 1987, Carter was an Independent Oil and Gas operator. Active in Alaska, Louisiana, Wyoming, and Texas. During this time, developed significant deep gas and wildcat prospects. He was partners with Vaugh Petroleum, Inc. and formed a joint venture CM/Vaughn and drilled first independent wildcat well on the North Slope of Alaska.
