Philippe is our lead for European financial panel mandates with EIB and EBRD. He was responsible for workouts and restructurings in Depfa's Emerging Markets Portfolio Management... Philippe was responsible for workouts and restructurings in Depfa's Emerging Markets Portfolio Management team (2009-11), e.g. financial sector in Latvia, Railways in Bulgaria, water services in Croatia, and shipping in Vietnam. Prior to that, he was responsible for Structured Export Finance in CEEMEA within Depfa's Infrastructure Finance Unit (2007-2009) and developed a number of projects including water and desalination in Qatar, metro system in Sao Paulo, metro system in Istanbul. Prior to joining DEPFA in 2007, Philippe spent 13 years at the Multilateral Investment Guarantee Agency (World Bank Group) in Washington and Singapore, where he headed the Guarantees department and was Global Head of Infrastructure, and 6 years with BLB International Inc., a Washington, DC-based company that served as the Representative Office for Banque Indosuez. He also helped European multinationals develop and structure projects with bilateral and multilateral organizations. He has an MBA from George Washington University in Washington DC and a Masters Degree from the American University in Washington DC. He is fluent in French, Spanish and English.
Philippe has extensive Infrastructure experience in Latin America, Africa and the Middle East, South and East Asia, and Central Europe. He has been a regular contributor to articles in Project Finance Asia Magazine, Public Utilities Fortnightly, Asia Water and Wastewater, Institutional Investor, Project Finance, Mining Journal, International Investor and Securities, and Latin Finance.
Key transactions in which Philippe has been involved include: Autopistas del Nordeste in the Dominican Republic; Bujagali Hydropower in Uganda; Doraleh Container Terminal in Djibouti; Autopista del Sol in Costa Rica; Maritza I and III power projects in Bulgaria; Phu My III gas-fired power plant in Vietnam; Nam Theun II hydropower in Lao PDR; Olkaria III geothermal in Kenya; Baymina gas-fired power in Turkey; West Africa Gas Pipeline; Shanghai Pudong Water project in China.
